The Windfern Forest Utility District (Windfern Forest UD) Board of Directors would like to pass along information provided by Harris County Precinct One Commissioner Rodney Ellis in the wake of Hurricane Beryl, and the ongoing efforts within Precinct One to assist in recovery.
Community Centers Open in Precinct One
Starting on Wednesday, July 17, the following community centers will be open with normal operations:
- Tom Bass Community Center (15108 Cullen Blvd, Houston, TX 77047)
- Lincoln Park Community Center (979 Grenshaw St, Houston, TX 77088)
- Finnigan Park Community Center (4900 Providence St Houston, TX 77020)
- YET Center (4900 Providence St Houston, TX 77020)
- Julia C. Hester House (2020 Solo St, Houston, TX 77020)
Cooling Centers
- Tom Bass Community Center will be open from 10 a.m. – 6 p.m. and will serve as a cooling center.
Please check the Precinct One website, Facebook, and Twitter for additional updates or changes to these sites. If you need a ride to a cooling center, please call 311. Debris Clean-up
Precinct One is accepting debris drop-off at the following locations starting Wednesday, July 17 from 7:00 am – 7:00 pm, Monday – Friday until further notice. Additional locations may be added later. Debris accepted includes vegetative, construction, and demolition debris ONLY.
- Hutcheson Park, 5400 Lockwood Dr, Houston, TX 77026 – Vegetative debris only
- Miller Road Service Center, 15530 Miller Rd 1, Houston, TX 77049 – Vegetative, construction, and demolition debris accepted
Steps for Separating Your Debris For Pick Up
- Debris should be placed curbside, without blocking roadways or storm drains
- Debris collectors will make at least three passes in your area
- Any debris placed from the sidewalk toward your property will not be picked up
- Do not stack or lean debris on trees, poles, fire hydrants, or meters
- If you don’t have a sidewalk, ditch, or utility line in front of your house, place debris at the edge of your property before the curb.
- Use clear trash bags for loose debris.
Disaster Debris does include:
- Vegetative Debris: leaves, logs, plants, tree branches
- Construction and Demolition Debris: building materials, carpet, drywall, furniture, lumber, mattresses, plumbing
- Appliances and White Goods: air conditioners, dishwashers, freezers, refrigerators, stoves, washers, dryers, water heaters
- Electronics: computers, stereos, televisions, other devices with a cord
Disaster Debris does not include:
- Normal Household Trash: normal household trash and bagged debris will not be picked up with disaster debris. You should follow your normal garbage removal schedule.
- Household Hazardous Waste: Household hazardous waste (HHWI, such as paint (oil-based and latex), automotive chemicals, batteries, and lawn chemicals will not be picked up with regular debris piles. Harris County will notify all residents about HHW collection dates and drop off locations.

As the community recovers from Hurricane Beryl, agencies across Harris County are stepping up to serve those impacted. Commissioner Rodney Ellis’ office will work to send updates as they are received. If residents need assistance, please call 346-286-2125, and Precinct One will do their best to help.
